Mr. Michael G. Ensch, SES

Chief, Operations & Regulatory Community of Practice,
U.S. Army Corps of Engineers


Michael G. Ensch was selected to the Senior Executive Service in November 2007.  As the Chief, Operations and Regulatory Community of Practice, Mr. Ensch oversees the national program for Operations and Maintenance of Navigation (locks, dams, channels, and harbors); Hydropower (facilities which constitute the largest electrical production capacity in the United States); Environmental Stewardship (Natural Resources and Recreation); and Regulatory (wetlands protection including Sections 10 and 404 permits).  These national programs include 375 dams, 74 hydro plants,  11.7 million acres of land and water, 25,000 miles of inland channels, 102 deep draft harbors, and 655 other harbors.  The annual budget for these activities exceeds $2.0 billion for operations and maintenance.  In addition to these duties, Mr. Ensch is also assigned as the Regional Integration Team Leader for the Great Lakes and Ohio River Division of the Corps.

From June to December, 2008, he served as Programs Director for the Gulf Region Division, US Army Corps of Engineers, Baghdad, Iraq, in support of Operation Iraqi Freedom where he led a team of over 225 Joint-Service Military, civilian, and contract personnel involved in total project management of a $2.3B Reconstruction Program, with nearly $200M in monthly placement.  Managing programs using eight different appropriations, including dedicated Iraqi funds, he helped assure Department of the Army commitments made to the Nation of Iraq, the U.S. Mission-Iraq, Multi-National Forces-Iraq, the U.S. Congress and Iraqi provincial reconstruction teams were honored.

Mr. Ensch has also served as Chief, Operations Division for the Corps Nashville District in Nashville, Tennessee, from 1999 to 2007.  Mr. Ensch came to Nashville from the Corps Fort Worth,  Texas, District where he served as Assistant Chief, Operations Division from 1996 to 1999 and Chief, Technical Support Branch from 1992 to 1996.

His other Corps experience includes serving as Program Manager for Task Force Restore Iraqi Oil in Baghdad, Iraq in 2003-2004, and Team Leader - Operations, Joint Task Force Katrina - J7 Engineer, Camp Shelby, Alabama in 2005.  He was Chief, Environmental Division, Fort Worth District, Executive Assistant in both the Southwestern Division and Fort Worth District, and Chief, Recreation-Resources Management Branch, Fort Worth District.  He has held various other positions, including a detail to Office of Management and Budget’s Water Resources Branch; Manager, Finances Study Team, President’s Commission on Americans Outdoors; Outdoor Recreation Planner, Headquarters; and, Park Ranger and Park Manager for Kansas City District.

Mr. Ensch received a Bachelor’s Degree in Natural Resources/Park Administration from Kansas State University.  He is a graduate of the Headquarters, U.S. Army Corps of Engineers Executive Development Program for Engineers and Scientists.
